Zaynah,

Yes, it might be a bit tricky. It is a play on words. In English, "Roe" sounds the same as "row," as in "row the boat."

President Bush has gotten some criticism for being slow to respond to the New Orleans disaster, especially to the plight of the poor, who are usually not high on the agenda of the Republican political party (Bush's party).

So, Bush doesn't care if the poor in New Orleans "Roe" ("row") away from the flooded city or "Wade" through the chest-deep water to get to safety. This joke might be a bit insensitive, but it's aimed more at President Bush and not those who are suffering in New Orleans.
