Trying not to involve the law, but 1 property owner has not paid his maintenance money of 200 euros per year and now owes 1000 euros. He always has some excuse but it is grossly unfair when all other properties are paying for their sewage to be maintained and the complex lighting etc. Are we allowed to turn off his sewage outlet....no, so taking him to court will do nothing as he lives some months in the uk and cyprus...and he can empty his house if he knows bailiffs are instructed....so what does the committe do

Send him a solicitors letter and prevent him selling until all fees are paid with interest. You can log a charge on his property. You need to speak to a lawyer. More often than not a solicitors letter expaling these things usually does the trick.
