Driving licence

Can anyone help....If someone has a 3 year full driving licence issued by DVLA,because of epilepsy, and have rung them to ask how he will get on when they move to Cyprus next year.and was told that it would be up to the Cypriot authorities.
Does anyone know if he will have to take his test again when his licence expires(passed in 1966) or will they just renew the licence like DVLA if he dont have another fit during the 3 year period.

Anyone can tell me what is restriction code 70 in cyprus driving licence?
