The European Parliament draft resolution on the 2011 Progress Report on Turkey calls on Turkey to begin withdrawing its military troops from Cyprus.
It also calls on Turkey to fully implement the Additional Protocol to the EC-Turkey Association Agreement towards Cyprus, noting that Ankara's refusal to do so continues to deeply affect the process of EU - Turkey negotiations.

That is the draft, I wonder if the final resolution will look the same.
This resolution is "nice" but falls short to publish non compliance measures such as:
1. Sanctions. The EU was/is powerless to impose sanctions against Turkey. By just freezing some chapters is nowhere near enough pressure to force Turkey to comply.
2. Turkish asset freezing across Europe. EU simply does not have the guts to do this.
3. Military intervention to remove TK occupying troops. I doubt if EU has the muscle for this one.
4. Shutting down Turkish embassies in Euro area. Unthinkable.
5. Involving the US to apply pressure. Well, USA and Turkey are still buddies...
Well, how do you get the Turkish troops out of Cyprus?
My guess is... ALL OF THE ABOVE!
