The RoC has been negotiating with Turkey through the "trnc" leadership anyway, who are all puppets of Turkey and who have ZERO power to agree to anything with the RoC which Turkey does not want them to agree to, so what's the point going through the motions of make believe that the RoC is negotiating with the TCs themselves? The "trnc" is paid and owned by Turkey and TCs who genuinely want a settlement based on EU Principles are not allowed to become into the position of power and leadership of the "trnc" or the TCs. The RoC should start bringing in those TCs who do want a settlement based on EU Principles to speak with one voice against Turkey and against those TCs who do not want such a settlement. Let the International community see and hear the TCs within the RoC oppose the Turkish occupation and ask for it removed. The "trnc" is not controlled by the TCs, either politically or economically, despite the "trnc" administration being mainly TCs, but most of these politicians have sold their souls to Turkey long time ago, and very soon, they will be all replaced by the settlers one by one and then kicked out on the butts. Then they might start taking action against Turkey.
The RoC should build a "coalition of the willing" with those TCs who want a settlement based on EU Principles by bringing as many TCs as possible into it and by asking them to move to the south, so that there are enough TCs to counter those who are in the north, who would want to remain under the controls of Turkey. Once enough TCs are in the south with their own leaders elected, then the RoC should start recognising them as their "partners for peace" and for them jointly demand the International community to help remove the occupation and the settlers from the north. The RoC will help those TCs who really want a united Cypriots as one country by giving them a platform on a International stage from the safety of the south to oppose the occupation of the north by Turkey, without them facing any repercussions from those fascists in the north, who only see Turkey as their motherland first and foremost and are against a settlement based on EU Principles..

Perhaps as an interim, the more "progressive" parties representing some of the CYs living under the Apartheid Occupation might be invited to join the National Council...????
