you need to understand the question you are asking. Build approval may refer to a building permit (as opposed to a planning permit)
Land has build characteristics, covered area and build area.
usually the covered area is a higher percentage than the covered area. By way of example, a field of 1000m2 having covered area 50% and build area 90% would mean, you can only build on 500m2(50% of the land), but can have 900m2 (90%) of covered area, this would inly you have to build upwards.
Unless you are in a city near the centre, you will only be able to build up to 2 floors, and this does not include the covered parking.
For land of 140% build area, I suspect the covered area will likely be 70% covered. 4 Floors, NO chance unless as stated above.

The build and covered areas are not all and end all of getting permission, there are other factors you need to satisfy.
