The Report of the UN Secretary General Javier Perez de Cuellar of 8 March 2000 can be found at...

It comes from an period when the UN's Secretary General and his Representatives on CY had some back-bone, some courage to tell things as they were. There's a lesson in this frank-speaking approach to Mr Downer and his boss the current Sec General Ban Ki-Moon.

The report also shows us that the methods and ultimate aims of the Turkish Occupation Regime have shown no progress since 1990. The aim has been the same since Donktosh/Turkey, through Talat/Turkey up to today with the aims of Eroglu/Turkey to stall, to bring up non-existent rights, in short for a confederal settlement.



The Report contains a letter sent by Rough Donktosh to the Secretary General where he talks of "constituent republics" and of "two distinct and separate peoples"...

... and the reply from the Secretary General in which he criticises Donktosh for his use of definitions that go outside the UN's usual interpretation of them and goes on to criticise Donktosh for the aim of segregation or promoting the right for self-determination of two separate peoples ...

The report, incidentally, also contains a few lines that better define what the UN defines as "political equality" , believe it is a definition which Downer and Ban Ki-Mon have failed to remind Eroglu/Turkey about in recent months...

While political equality does not mean equal numerical participation in all federal government beaches and administration, it should be reflected inter alia in various ways: in the requirement that the federal constitution be approved or amended with the concurrence of both communities; in the effective participation of both communities in all organs and decisions of the federal government; in safeguards to ensure that the federal government will not be empowered to adopt any measures against the interests of one community; and in the equality and identical powers and functions of the two federated states.

While political equality does not mean equal numerical participation in all federal government beaches and administration, it should be reflected inter alia in various ways: in the requirement that the federal constitution be approved or amended with the concurrence of both communities; in the effective participation of both communities in all organs and decisions of the federal government; in safeguards to ensure that the federal government will not be empowered to adopt any measures against the interests of one community; and in the equality and identical powers and functions of the two federated states.

if only they would substitute the word "community" with" individual" then a solution would be around the corner...

makes more sense instead of an agreed aparteid

An EU sponsored solution would provide just that. Hence why we should wave the UN goodbye.
