2 states, as in electorates, collect taxes, they have an identity of Persons, Turcophone and Grecophone, providing services to their citizens through self-representation in a manner where as a Majority they regognise and provide for the special needs of the Minorities amongst them, the question of voting is decided by residence in any case, and as such these constituencies are equal. Within their territorial jurisdictions they serve themselves with the services and infrastructure they choose that benefit their daily lives.

However, "3" states (or many) exist within the BBF, and as Citizens, they have a Federal Government to defend them, as Individuals, (not as Persons), and to represent them as the State, Sovereign as Cypriots, representing their Unity toward the demonstration of Universal Principals, their betterment as a People, and as the Stewards of this island.

...are we agreed; there is one State, and within this State there exists as well, National Assemblies?

...would anyone like to discuss how enclaves which spot the whole island will for the displaced be Justice seen, as at least for some they will return as they left, as Communities? would anyone like to consider their value toward providing for all citizens choices island-wide (as Minorities, and as Majorities), and how their existence ends the Green Line as a border?

I don't agree with enclaves. One Country one identity one citizenship

2 States one person = one vote in their State of permanent residency. Similarly people will need to also vote for the federal government.

Right of return if you wish to do so. Those who have no intention on moving back should have the right to do as they please with their property with exception of the house where a TC might be living in. They should be compensated for the house so the TC refugee can remain in the home. Te rest of the immovable property should be returned to original owner with deeds of the RoC.

humanist, i wonder if you really understand why it is important for us to get away from the debate as something between "Greeks", and "Turks".

many constituencies have some attatchment to a living Heritance in Cyprus. "Two States" is easy to roll off the tongue, but it is a misrepresentation which serves only the interest of the interlocutors who wish that we are subject to their views;
...they are National Assemblies (there is One State, and the minimum number of governing bodies (in Cyprus) is three).

no one will be forced to return to their homes, some will have the choice to return to neighbourhoods as "their" neighbourhoods (enclaves), and reciprocally they well consider the value of common decency and respect. but it is clear that the 'fait accompli' must be answered with the recognition that the displacement of the Greeks by Turks and Turks by Greeks was by "Greeks" and "Turks", Cypriots do not accept this. this inclusion, that we are never kept apart again, will not end if we continue talking about the island simply torn in "two". as we know the real issues relate to the people walking amongst us who feel that murder is not an extreme in the expression of their thinking or thought, it is for their comfort that the impasse persists; and they remain hidden in a mono-clonal culture of their construction that does not forgive (or ask forgiveness). a border like the "green line" works, for them, only when the gates can be "closed" effectively; our Freedom of Movement and Association is secured if as Cypriots, it becomes a frontier among many.

dude that is the reason I do not agree with enclaves they categorise people. One nation one people one international and national identity, right to freedom of movement is a right for all cypiots.
