Does Cyprus residency for non-Europeans means they can travel freely within the schengen territory or they do have to apply for a schengen visa?

My friend is planning to spend his new years in Italy or France, he is married to a Romanian girl and he obtain a full Cyprus residency would he be allowed into those countries or he needs a visa if so what info are available?

Residency and citizenship are 2 different things.

You can get residency so you do not have to keep re-applying for visa, but citizenship allows for the free movement.

Most probably will need a visa. I didn't think Cyprus was part of the schengen yet anyway.

Cyprus is not part of schengen and any person need to check about visa requirement based on his passport.

Easiest option check at one of sites like http://www.visahq.com/citizens/ for visa rules and needs. Some countries allow on-arrival or short-stay visa without any documentation.
