Later today we will know about the existence of gas or oil in Aphrodite. And then the question arises, how will the income be used in Cyprus.
There are several models to compare. Kuwait for instance has a generous allowance for each citizen. That would be too much for our leaders to stomach, just giving peasants money to burn, not the done thing. The other model is the western European way of taxing the oil company and using the money to raise the general standard of living. Norway does it this way, the UK tries, but does not quite make it.
There is the third group of oil producers, like Nigeria, where the local money lords have the deal sewn up to their specificiations.
My view is that ALL Cypriots, in Cyprus and overseas, should be made stakeholders in the resources by being given share certificates, non negotiable, in the public oil company. This will give them a small financial stake, but also a right to attend annual meetings and vote. The last thing we need is for the usual rich families to be handed projects designed specifically to make them richer. They are rich enough. Also, no politicians should be trusted to deal with the oil negotiations. This is too big for any politician to handle.
Later today it will be interesting to see what Noble has to say. Even more interesting will be to see the market reaction and the effect the news will have on the spreads of Cyprus bonds. Interesting day ahead.
