As all will know, up to now the Property Scammission established by the Occupying Power, Turkey, has tended almost exclusively to award (fairly low sums as) Compensation rather than order Restitution, for obvious political reasons.

Post-settlement Turkey will no longer be culpable, indeed within the New Foundation Agreement will be a clause absolving Turkey of any responsibility and therefore any compensation awards to property owners will have to be paid by the treasury of the New CY Republic ... totals of vast, mega millions of euros... at a time in the Real World when spondoolics are very hard for national governments to raise.

An obvious way of limiting the cost of the post-settlement Property issue is to award a far greater proportion of Restitutions, which cost the state nothing, rather than expensive Compensation awards paid out of state coffers. In this way the cost is passed on to current occupiers/beneficiaries, the Home makers who will have to make arrangements for rental contracts with property owners. There may after all be a right to Home, but there is no right to a Free Home.
