one - a request, a prayer. It is the same as saying "God, please bestow your blessings upon America." If the statement were "God has blessed America," then I would agree that the statement was declarative, but even then I would ask, "What is dangerous about recognizing one's blessings?"
Following is a hymn for America. Some call it a patriotic song because it is often heard on national holidays, but they are wrong. It's a hymn and it is prayerful.

Would the meaning of the prayer change if "Cyprus" were substituted for "America"? I think not, as it is simply beseeching God's blessings no matter the object of the blessings. That said, please explain the logic behind your understanding of how a prayer of this kind implies "that 'they' believe the actions of that country are "blessed by God." I sing this hymn, I pray this prayer, and I don't believe such a thing. In fact, I've been known to ask God to bless America, particularly when I don't condone her actions.
So God bless America, Cyprus, Turkey, Greece, the UK, Australia, and the lot. And God bless you.
