This proposed federal unified state will consist of two regions. But sovereignty will reside in the federal state which will be subject to EU law and the acquis. To talk of "two states", as some do, is misleading as only one state will have international recognition: the federal state. What is on the table is not really a union of "two states". But a unified federal state. What matters is that sovereignty lies in the federal state and how EU law will then apply north and south.

Erm... Bonky Moon has laid down the law and told both men to...

Pack it in with the rhetoric.
Prepare their electorates for compromises and support for reunion
Come to agreements on the core issues on the basis of UN res's
Accept a more pro-active UN expert role (both accepted)
To come to agreement on core issues by October.
To be prepared for an International Conference post-October to finalise outstanding issues.

Questions are?

Is Turkey occupying half of Cyprus under force?
Is Turkey found guilty of violation of human rights?
Are the TC's through their leadership and Turkish alliance adding to the occupation regimes stay?

Well then act on these UN then we may see freedom
