The UN Minorities Dec doc remains the definitive doc on minority rights, but it's best if people speak frankly as to how they feel about these things in our usual CF way.

Anyway, a reminder to all pleeeeeeese, that these rights, the general, universal human rights of the ECHR, together with these minority rights, need to be incorporated in to a settlement, indeed they should form the bedrock of a reunification in a Rights Based BBF... and as they are rights, we should look upon them as non-negotiable, and to recap, the more CY salient ones are...

Right to respect for Property (...ahem... as per '74 kochans)
Right to respect for Home (... but that does not mean a Free Home)
Freedom of Movement (as per Article 13 of the UDHR, and others)
Minority Rights (in both future zones as well as at federal level, and not confined to two larger "communities" by the way)

i agree. human rights are important.

Can someone explain these to our friends Zan and VP? Of course their main gripe is 'security' and 'rights'.

Leaving aside the linking of Property with Territory which Pres X is trying to promote.

Wouldn't surprise if something like this transpires or Property Rights...

On Liberation Day by definition Turkey is no longer the Occupying Power, so for Property matters its organ the Scammy IPC ceases to exist and is replaced by a New Property Commission with a few differences...

Run by the new Fed government following the usual ECHR articles and case-law.
Includes greek-speaking members on its mixed panel.
In practice it'll be far more likely to award Restitution rather than Compensation for a number of reasons, amongst which are the huge cost of Compensation and no more sensitive Turkish "military areas" etc.
Suspect that where it does decide on Compensation awards, the awards will be for much more decent amounts.

Such a new Commission may also involve itself in resolving the Property/Home Conflict on a similar case by case basis.
