First of all, from those altitudes, the chemicals will evaporate before it hits the ground, other than the fact that the mere notion is super ridiculous.

But, Ag planes spray chemicals all the time over crops from extremely low altitudes.

Anything that evaporates eventually comes down to earth in the form of rain. Cloud seeding in an attempt to change the amount of precipitation is something that have been tried. I don't know if it can work or not but it is not difficult at all to spray chemicals in the atmosphere using an airplane if that is what you want to do for whatever reasons.
