In international law there is the concept of the "contiguous zone" that is the international waters touching territorial waters. In the case of a threat, or reasonably perceived threat, approaching territorial waters, then the coastal state may extend its power to the contiguous zone. This is a doctrine much used by the Americans since 9/11, they interpret the contiguous zone to reach out to 100 miles from the US. They will have no problem accepting that Israel, inorder to prevent terrorism in Ghaza, has reasonable cause to stop and search Ghaza bound shipping.
