This would appear be at least partly consistent with some very well argued theories about United States knowledge of/encouragment of (a) the Greek Inspired Coup and (b) the Invasion. Pity for the Enosis supporters that nobody told the CNG not to fight the Coupists (where the Coup and it's Greek Colonel sponsers both collapsed about 23rd July) or the Turks.
