Bottom line... Downer is a UN Diplomat who wants a settlement, and the UN couldn't care tuppence what the terms are... as long as they can wash their hands of the long-running CY saga.

... well at the risk of seeming to be cynical again, isn't the UN what it has always been since its conception, an org for conflict resolution, with the Security Council, the Great Powers, being the arbitrators of what is fair and equitable and just in settling disputes? They will decide what's right for li'lle old CY.

... and Prex X's signature on anything is what they are after, whether any New Treaty is in line with The UN Resolutions, EU Principles etc etc is prob of little consequence to the Great Powers (and prob to the EU, truth be told)

... and if that signature can't be got out of CY to CY talks, they'll get it in other ways.
