Has anyone been blocked from their hotmail account?

This has happened to me since 7/3/2011.

I have tried to contact them but I just get moved around a viscous circle where nothing happens to re-gain my account.

I do not mind making another account however I have all my contacts and other personal information including ebay buys.

I am open to help to re-open my account
