Well said but that's not entirely true.
Given Japan's foresight and genius.. extraordinary high engineering standards, nearly all major buildings and freeways withstood the brunt of the quake, none collapsed completely because they were PLANNED that way beforehand.
What happened was a sad tragedy but the casualties are in the bare hundreds thanks to their ingenuity.
Had it been in an African or Caribbean country like Haiti, the casualties would have surpassed the 100's of thousands... and the rebuilding and development tab picked up by the West( as usual) running in the Trillions of dollars.
Our thoughts go out to Japan, but we know the characteristic resilience and brilliance of these hard working people, and I'm confident they'll bounce back from this tragedy relatively quickly.

Freeway engineered to split in the middle rather than collapsing like dominoes and spilling cars all over the place.
That's as far as the quake goes.
The consequent tsunami is a whole different ball game.
how would one go about 'Tsunami proofing' a country?
