Technically yes, but you get to administer 18% - 20% of the north at local level, with the federal level dealing with all other matters.

No Guarantees by Turkey, illegal settlers go back to turkey, and all GC/TC refugees get back their properties.

It means a number of things all at once…

1. The violation of international law and gross miscarriage of justice against Cyprus.

2. The legitimization and preservation of the illegal Turkish foothold on Cyprus.

3. A undemocratic political arrangement based on ethnic/racial segregation (contrary to the UN Charter) that guarantees destabilization, conflict, and strife in Cyprus for decades to come.

You segregate the communities now......you allow the free movement of people so over time the segregation disappears leading to a united republic.
