I just feel sorry for any decent TCs trying to bring up their kids to be moral, good and honest - an impossible task in such an environment (created, initially, to become untouchable from their own crimes).

Basically the clip is calling for recognition of the north so that it will stop being a safe heaven for all vagabonds. Kurupetos thought he fished something big but he is a kurupetos, after all.
