A succession of Governors who knew the natives of Cyprus as Greeks but moulded the Cyprus problem by giving a foreign minority undue power.
Here we have the failure, Harding, acknowledging Makarios as the leader of the " Cypriot Campaign". Yet audaciously, despite this being a Cypriot Campaign the Brits labelled the Cypriots as "terrorists" for fighting for their rights.

Then he meets with the leader of the Turkish minority of the island who is "fighting against" this Cypriot campaign. A fair minded person would have labelled this chap and his followers as terrorists for "fighting against the Cypriot Campaign", don't you think?
NB Makarios is NOT referred to as the leader of "Greek Cypriots", but as the leader of the Cypriot Campaign. An acknowledgement that Cypriot was the termed used for the majority of the islanders for whom a reminder that they are Greek was unnecessary. Unlike the Turkish minority who were clearly viewed as the foreigners. Yet they embezzled this fact and gave the Turkish minority overwhelming power over the whole island.
