How can we solve it? (keep it civilized)

Is some flat-dwelling tenant, ignorant of property maintenance, going to tell the RoC it is failing in its duties by leaving, nearly 4 decade, old properties belonging to private citizens alone? Perhaps this property-impoverished person does not realise war-surviving homes, left to ruin for nearly 4 decades, don't look so good? But as a property owner myself (with a few ruins), I would hate the state to go and renovate for me. The important point is that TC homes are left untouched, for the rightful owners to reclaim; and to that end, we have been supplied with ample evidence that is the case. :D

He's a real sweetie! :D

All we need to know now, is who he bought it from and how it came into their possession!
