hooligans can be well organised and difficult to control; especially if they have a cause to rally around, ie. ejecting a perceived invader from their lands. i read it took a few busloads of police to get the apoel hooligans in order.
in the north, it was the authorities themselves preventing the liturgy, not protecting the churchgoers from harm from nutters. see the difference?
