We had a pole like that, left in the middle of the street during road improvements: can they not plan it sensibly and move the pole first?

We had a pole like that, left in the middle of the street during road improvements: can they not plan it sensibly and move the pole first?
Maybe they need power themselves to get the work done and plan to move the pole later... what difference does it make?
