Too many people! (And 40% of the land, temporarily taken)
Developers will build wherever they can. I remember the annual (twice or thrice annual, more often) flooding near a part of the UK I used to live in. They had been building on Flood Plains for years! They knew and know the problems yet they still built, and build.
