Since the TC members of The Cyprus government were forced out of their positions (there are some claims that they were marched out at gun point) the gc have been the only representatives of the government that was formed in the 1960 constitution.
Which claim to still be governed by, and thus you are recognised.

A bit like telling me that a Bank without a banking license exists now. They have a building, they have employees they may even have the systems setup. They cannot be a regulated bank and handle any clients until they are licensed and recognised. Until then the holding company owning that bank will have to be making steady payments to cover the overheads of the employees keeping this unregulated bank ticking over to service the same employees because no one else will want to risk doing business with them
