Russia's Arctic plans infuriate Canada
04.10.2010

41861.jpegCanada is not going to make any concessions to Russia in terms of sharing Arctic riches. During the current year, Canada has considerably expanded its infrastructure in the Arctic modernizing its existent bases and building new ones.

An official message from the Canadian government said that the nation continues to demonstrate its adherence to the implementation of the previously approved Northern Strategy "to assert and defend its sovereignty."

The Northern Strategy is the main bone of contention between Russia and Canada in the Arctic region. It particularly goes about the underwater Lomonosov mountain ridge and the control over the Northern seaway.

It is worthy of note that Russian and Canadian prime ministers, Stephen Harper and Vladimir Putin, visited the Arctic desert in the summer of 2010 almost simultaneously. The visits clearly proved that the Arctic was highly important for the two countries. The head of the Canadian government stated that the geopolitical importance of the Arctic had become extremely relevant to Canada. In order to preserve the northern territory strong and free, Canada needs to solve border disputes with its neighbors, Harper added.

Don't the Nenets of Yamalo-Nenets Autonomous area in Northern Siberia look like Chinese?

They are very lovely looking people indeed but it seems they will soon face the tensions created by Russia and China due to the rich natural resources they have in and around their autonomous region... :(

They are the indigenous people of their region although they only constitute 5.2% of the population there because the oil workers comeing their region across the Russian Federation...

Cross-border migrations between Russia and China are among the most actual problems of contemporary Russia-Chinese relations. Their history and dimensions have been shaped by the neighbouring positions of the two states and also by objective economic factors. The social-political situation on either side the border has also played a crucial role in determining the character, direction and 'algorythm' of these migrations. Historically it came about that the main form of migrational interaction between Russia and China was the movement of Chinese into the spacious regions of the Russian Far East and Siberia. The specifics of this presence, its socio-demographic structure and its possible consequences require further research and analysis. One element of such an analysis is the exploration of the history of Chinese immigration into Russia, specifically into West Siberia. We should note that this subject has not been well studied, either by Russian or foreign scholars, because of its political sensitivity and the lack of access to sources.

Jorge Benitez | October 04, 2010
Russian Navy Commander Adm. Vladimir Vysotsky

From Guy Faulconbridge, Reuters: Russia will increase naval patrols in the Arctic Ocean to defend its interests against nations such as China seeking a share of the area's mineral wealth, the navy commander was quoted as saying on Monday.

Arctic nations such as Canada, Russia, Norway, the United States and Denmark are trying to file territorial claims over the oil, gas and precious metal reserves under the Arctic sea bed that may become accessible as the ice cap shrinks.

But in a rare public warning about China from Russia's top military brass, Admiral Vladimir Vysotsky warned that China had already joined the scramble for a piece of "the Arctic pie".

"We are observing the penetration of a host of states which... are advancing their interests very intensively, in every possible way, in particular China," Vysotsky was quoted as saying by Russian news agencies.

Russia would "not give up a single inch" in the Arctic.

"The ships of the Northern and Pacific fleets are continuing to increase their military presence in the Arctic zone of the Russian Federation with new navy ships," he was quoted as saying by state RIA news agency.

China will increase Arctic research and expedition efforts, the country’s top administrator on Polar research says. The undiscovered oil and gas resources in the Arctic are global resources, not regional, he claims.

- We need to increase scientific research and expeditions to better comprehend the Arctic Ocean and global climate change," Qu Tanzhou, director of the Chinese Arctic and Antarctic Administration, told China Daily, adding that China lags behind some countries in this regard.

China, like other countries under the framework of the United Nations Convention on the Law of the Sea, has the right to participate in the exploration of the Arctic, Qu noted.

Chinese even have the legal basis to explore the Arctic for oil and gas...

Canadian jets repel Russian bombers
By BRIAN LILLEY, QMI Agency Parliamentary Bureau

Russia denies trying to enter Canadian airspace

OTTAWA - Canadian fighter jets scrambled to repel Russian bombers that made several attempts to probe Canadian airspace on Wednesday.

QMI Agency has learned that two CF-18s took off from CFB Bagotville to intercept two TU-95 long range bombers about 463 km east of Goose Bay, N.L.

Attempts by Russia to test Canadian airspace have been going on since 2007; military and intelligence analysts tell QMI Agency the frequency has been increasing since then, but one senior official described Wednesday's event as "not the usual s--t."

Moscow- There is no need for a battle over the Arctic's resources, Russian Prime Minister Vladimir Putin told the International Arctic Forum being held in Moscow Thursday.

"There are always predictions of growing battles in the Arctic," Putin, but added: "We hold that most fear-mongering scenarios for the Arctic have no basis."

He went on to say that anyone trying to spread worries about fighting over the region was only trying to make money off the concerns.

His comments, broadcast live on Russian television, came amid concerns that a drive to seize Arctic oil and gas supplies could lead to conflicts.

Instead, Putin said, he has no doubt that problems, as well as the "geopolitical and business interests," of the region, can be smoothed by negotiations and settled on the basis of international law.

Monaco's Prince Albert II and Iceland's President Olafur Ragnar Grimsson are among those attending the two-day forum that opened Wednesday.

Grimsson also warned about letting the Arctic once again become a source of international tension, as it was during the Cold War.

Putin said Russia was keeping a close eye on developments in the region.

Indeed, one of the problems in the region include the question of disputed land claims by Russia.

Russia hopes to present to the United Nations no later than 2014 scientific analysis showing its continental shelf extending into the Arctic, perhaps all the way up to the North Pole. Moscow hopes that would mean that large swathes of the ocean floor would then be counted as Russian territory, giving Russia access to all the oil, gas and other deposits there.

Russia, said Putin, would abide by the "strictest environmental regulations" in any efforts to draw resources from the Arctic.

Other nations bordering the Arctic, including the United States and Russia, are also trying to stake their claims to the region.

On Thursday, Putin announced that Russia had significantly expanded Arctic exploration activities at the universities of Moscow and St Petersburg.

Russia has made clear in the past that it is prepared to defend its geographical interests in the North Pole with military power, and has drafted plans for basing military units in the region.

He added that the Arctic will be one of the world's most important energy providers and transportation hubs in 50 years.
