The article cites that the changes made were at the request of the EU. Perhaps that was the reason for the 'stalling' of the process.
On the other hand it may be another case of 'changing the goal-posts'. ( Iremembered the prison reforms carried out to appease the EU among others.)

Cyprus is another significant obstacle, which will prevent the closure of all chapters and the opening of another 8!
