The Turkish Cypriot side presented its positions in a memorandum submitted on 22 February 1965 by the vice-president of the Republic Dr. Fazil Kuchuk.
Invoking concerns over security of life and property of a people who were not «a mere minority but a distinct community in their own right», the Turkish Cypriot side insisted on the geographical separation of the two communities under a federal system of

Their proposal envisaged a compulsory exchange of population under UN supervision in order to bring about a state of affairs in which each community would occupy a separate part of the island. According to the Turkish Cypriots, the physical separation would alleviate their feelings of insecurity.
Kuchuk officially submitted the proposal of TC side in early 1965 which clearly reveals what's the main struggle point of TC side that lasted from early 1965 and afterwards till 1968 to the begining of the new round of negotiations... Under then the circumstances that GC administration and it's oppressive units exerting to impose minority status upon TC community, TC leadership did the right thing by officially submiting their solution proposal to the UN and on the other hand making preparations for it... Their only fault is that not being intelligent enough to elucidate the rightful cause of TC community to the whole world...
As for your question; under such circumstances, every TC would wish to move a safe part of Cyprus free form the oppression of GC administration and it's oppressive units... There's no need for TMT to take orders from Turkey and force TCs to the enclaves...
