For the time being there is no common defense for EU and each country has to arrange its own defense separately. Therefore EU is not in the position to give directives on this issue.

I do remember reading a lot about how the Greeks went about to treat the woman and children in Turkey's war of independence. Even during defeat while they were evacuating from Western Turkey, was hardly considered EU.
