Can anyone explain to me the rules for the recently introduced car car scrappage scheme; there is nothing on the Department of Transport website, in english about it. Anything but visist the DoT offcie in Pafos, otherwise klnown as 'The living Death'.

1. Introduction

This project involves the sponsorship of motor withdrawal from circulation in measures to strengthen social cohesion, adopted at the meeting of the Cabinet on 04.07.2007.

Applications will be accepted for a period of two months from the date declared by the Road Transport Department as the date for accepting applications.

2. Sponsorship Categories

The total amount given as sponsorship amounts to £ 5 million (8,550,000 €), per year.

The category and the amount of sponsorship determined depending on the vehicle and the circumstances of withdrawal as follows:

Grant Category A - Amount of sponsorship 150LK (257 €)
The Class A Grant is given for an application is approved for vehicle registration is active, namely the registration is not canceled from the records of the Registrar Registration of Motor Vehicles (eg failure to renew the registration for three consecutive years ). It requires the acquisition and / or register a new vehicle.

Grant Category C - Amount of sponsorship 750 - 1000LK (1283-1710 €)
The Grant Category C is given for the application which has been approved for a vehicle that has an active registration and authorization for any period within the last 12 months before that date should be announced as the date for accepting applications. The sponsorship will be granted on condition the applicant from registering a new vehicle registered in the name as follows:
i. For new vehicle category M1 or N1 (see Section 3 - Criteria Scheme) provided that emission standards are EURO IV or later advanced technology (eg EURO V) and fuel consumption of less than 7 liters per 100 km (combined cycle) or for a new vehicle type motorcycle or moped, shall be given sponsorship amount equal to 750LK.
ii. For new vehicle category M1 or N1, provided that emissions are zero or specifications EURO IV is advanced or later (eg EURO V) and fuel consumption less than 5 liters per 100 kilometers (combined cycle) will be allocated an amount equal to 1000LK sponsorship.

Number of grants: grants will be given Class C total
2.25 million CYP.

3. Design Criteria

The criteria must be met to be considered valid application for consideration are:

• The applicant must be the registered owner of the vehicle at the time of application. In cases of joint ownership and / or funding should be guaranteed in writing the consent of the joint owners of the application and payment of sponsorship if the applicant approval of the application.
• To withdraw the vehicle category M1, the applicant must be a natural person.
• The applicant should indicate the category for which Grant is requested. For each vehicle can be submitted only one application and there is only one category is granted.
• The project covers the removal of motor vehicles of category M1 or N1 as defined on the vehicle type approval legislation, which?
o Class M1 - Vehicles designed and constructed for carrying persons, are at least four wheels and comprising more than eight seats in addition to the driver's seat. This category does not include motorcycles with four wheels.
o Category D1 - Vehicles designed and constructed for carrying goods and having a maximum mass not exceeding 3.5 tonnes.
• The vehicle was registered in any country at least 15 years before that date should be announced as the date for accepting applications. This age will be reviewed by the Road Transport Department during the announcement of the date of acceptance of applications after consulting the Minister of Communications and Works and Finance, as the project progressed and the number of applications received and approved. In addition to the above, the vehicle must be registered in Cyprus for the last 10, at least, years and was active before the first record date for accepting applications for the project.

If applicant apply for more than one vehicle in the same period for acceptance of applications will be considered only claim to the oldest age vehicle. Other applications will be considered automatically null and void. If applicant has more than a vehicle for removal, may apply for each individual in different periods for accepting applications that may be announced at later dates.

4. Application procedure

The applicant shall submit an application via the Internet or provincial offices of the Department of Road Transport, filling in the details, vehicle data and Category Sponsorship for which application is made.

5. Consideration of Application

After two months of the date should be announced as the date for accepting applications, applications are sorted and processed by the TOM.

Applications not submitted within the period of two months, will be rejected automatically.

Applications will be considered based on the criteria of the project and approved by order of priority starting with the oldest at the age of vehicles in each category that meet the criteria of the project.

Applications for Category C Grant will be examined without requiring proof of purchase and / or registration by the applicant of a new vehicle registered in the name of. For the payment of sponsorship, however, the data will be needed.

Applicants will be informed in writing of approval or rejection of their request and the reasons for rejection. The approval for the payment of sponsorship will be valid for 12 months from the date of approval. After the 12 month period, applications have been approved and are not subject to the payment of sponsorship will be considered void.

6. Grant Payment Process

Applicant whose application is approved under this plan and wants payment of sponsorship is required as:
I. Surrender the vehicle mentioned in the application of a treatment facility licensed vehicles at the end of life as defined on the end-of-Life Act of 2003 and received Certificate of Destruction (PC) issued the licensed facility.
II. Within 30 days from the date of the certificate of destruction present in person or by mail to any district office of the Department of Road Transport TOM98 form (Application for Cancellation of Motor Vehicle Registration) duly completed and accompanied -
• The approval for the payment of sponsorship
• The Certificate of Destruction of the vehicle
• Written consent of the joint owners of the application and payment of sponsorship the claimant (where applicable).
• For Category C sponsorship, registration details of the new, new vehicle. The registration of a new vehicle can be made until three months before the date of approval of payment of sponsorship.
III. The sponsorship will be mailed to the address of the registered vehicle owner / applicant.

The scrappage scheme in UK did lift the motor trade a little. They have now scapped the scrappage scheme :)

Well I bought my new low emissions car, last week, and was ready to claim my €1710 scrappage and €700 low emission bonus ( a separate scheme) and now I believe both these schemes have been cancelled!

Makes financial planning pretty tough!
