Some people seem to have forgotten Cyprus is an EU member country now. And EU citizens have rights! Non EU citizens might find they have more trouble crossing over - but in practice it doesn't seem to happen. And Turkish people living in the North are not allowed to come South (not unless they are married to a TC - and there might be some other exceptions).
Remember the whole of Cyprus is in the EU and TCs are EU citizens too.
Well have witnessed exceptions, with a couple in front of us at the crossing about four years ago trying to go north. Part of a large party with loads of Cys.
They were Denied Entry.... their "crime" ? They were Greek Nationals, holders of (mainland) Greece Passports... EU Nationals denied free movement by the Illegal Regime.
I cant deny what you saw, as I was not there. But two years ago I saw two coach loads of young students speaking Greek. On further enquiry I found out they were high school students from Greece visiting the north. I thought it was a good step forward. (not enough though).
Can only report what witnessed.... perhaps things have changed.
