There is no "border" to be closed.
The north part of Cyprus is territory of Republic of Cyprus which is illegally occupied by Turkish troops. RoC could close access to this territory if it wanted. There are many good reasons to do so and many good reasons not to.
But I agree with apc here. We first have to deal with those Cypriot assholes that go to "casinos" and other illegal venues in the occupied part of Cyprus, and then deal with any foreigners. A foreigner might have the excuse that he doesn't have good knowledge of the situation in Cyprus. A Cypriot has no such excuse.
Personally I have not crossed to the occupied territory and I do not intent to do so until it is liberated liberated.
And RoC is in the EU and EU citizens have freedom of movement throughout the EU, including the TRNC, which is also in the EU.
