Because as stupid as the Turks are, they were smart enough to consider the cost of full occupation. Better to control a gypsy population with the same backward mentality that they can control rather than face daily violent opposition from a population group struggling to rid themselves of the Islamic cancerous occupier. True, they would've loved to ethnically cleanse the entire GC ethnos but their pretext of 'saving their poor comrades' would've come into question.
