You are not thinking this one through. Just try and list the effect the return of Famagusta would have on GC politics and politicians. Try to imagine the headlines the day after the announcement. Would they be talking of victories or something else?
How much pressure would there be the day after for lifting the embargoes and opening ports from all sides?
The move may be unilateral, but it does have its paybacks and benefits.
Let's assume Erdogan authorised Eroglu to announce that the closed area of Varosha would be handed to the U.N. as part of the deal proposed by Christophias:The Turkish Military would probably say they needed about one month to pack-up,close down the hotels and other buildings they use at present and evacuate their guard posts and installations etc. Then the U.N. would send in bomb disposal and mine clearance teams to thoroughly check-out the whole area before they formally assumed responsibility and posted their own observation units etc.The next step would be to clear the streets of wild vegetation etc. so they could gain proper access-allow another two months at least for those two stages to be completed. Then the surveyors and town planners from this side would undertake a building by building inspection and prepare a detailed report of what needed to be done(probably demolition) so allow at least another two to three months for that......then all the controversy would start about how and who would be responsible for re-construction and according to what plans etc!Meanwhile, many former residents and other curious people would want to enter the area once they know the Turkish Army had left and many would get in even if it was not allowed......who would prevent them?
The reality would probably be even worse than I have described.......

As a newspaper man I tell you that any such return of Famagusta would be a multilevel news story which would bring Turkey more free publicity than one thousand highly paid lobbyists.
Political coverage aside, the sheer volume of articles about the ecological aspects of a dead city would be staggering. The human interest stories would add thousands more items. Now add the political stuff and you have a massive coverage benefiting Turkey.
