This is a statement by the RoC on the matter of Varosi and Opening the Port of Maras to direct trade...

The Government of Cyprus cannot accept the adoption of measures which threaten the legal order of Cyprus and discourage the two communities from cooperating
It remains committed to the economic development of the T/C community through measures that will further the economic re-integration of the island and bring G/C and T/C together
For that purpose the Government has submitted to the Commission the following proposal:
The return of Varosha (the fenced-in area of Famagusta and the necessary access to it), to its lawful inhabitants under the control of the Government
Following such return the Government would be in a position to grant its authorization for the operation of the port of Famagusta for purposes of “direct trade”.The operation of the port would take place under the supervision of the European Commission.
The commercial aspect of the Port's operation shall be entrusted to an organization which will be managed by a Board of Directors that will include both GCs and TCs
The Port should open to both GC and TC economic operators under equal terms.

hmmmm thats interesting bill this is getting really confusing now, you mean to tell me the big bad ROC allows tourist to cross over who landed at Larnaca airport to trunkland, and spend their money, while the tissie are actually using
Gc stolen lands to service these tourists..

Before 2003 when the truncland was closed off, and the ROC was asking for the green line to be opened and free movement of its citizens,, i guess the ROc was responsible for the isolation because Turkeystan wouldnt open the green line .....now im starting to see a clear picture ....of all this .....maybe truncland is an insane asylum?? huh bill?

As part of the RoC proposals for opening up the port at Maras for direct trade and the matter of Varosi, there is also a linked proposal to open up the port over at Larnaca for tissy use, which would benefit tissies.

Here's the statement by the RoC...

Realization of this proposal-coupled with the realization of the CBMs proposed by the Government regarding the removal of military personnel, weapons and mines from the greater Famagusta area-would transform the area on both sides of the Green Line into a beacon of cooperation, development and prosperity for all, generating an unprecedented momentum towards the reunification of Cyprus
The Government has declared its readiness to make special arrangements to render the Port of Larnaca a hub for the movement of T/C products across the Green line and to the outside world
The Government could hire the services of Turkish Cypriots to assist with the increased workload of customs, immigration, storage and other operations which the implementation of this proposal would place upon the Larnaca port

Rejected by the Illegal Regime - Putting its survival above the prosperity of our tissy friends.

Stefan Fule, Commissioner for Enlargement and European Neighbourhood Policy has recently made repeated references of the necessity to “lift the isolation of Turkish Cypriots.” Considering the high level negotiations underway for Cyprus’ reunification, the question of “Turkish Cypriot isolation”, must be clarified. The Republic of Cyprus has in fact taken great measures for Turkish Cypriots not only post EU accession (and despite the suspension of the EU Acquis communautaire in the occupied area) but far earlier in the years ensuing the 1974 invasion.
For instance, since EU accession the Republic of Cyprus has ensured the entitlement of Turkish Cypriots to passports, birth certificates and ID cards enabling them to enjoy benefits of EU membership. Turkish Cypriots can therefore move, work, study and settle freely within the Union and enjoy consular and diplomatic protection. Thousands of Turkish Cypriots are also employed within the government controlled area and are recipients of free medical care and social insurance at a cost of over 6.9 million euros and 32.3 million euros respectively since April 2003. Following the partial lifting of restrictions across the UN ceasefire line in April 2003, Turkish Cypriots have actually enjoyed substantial economic benefits ($57million from April 2003-2005) accrued from Greek Cypriot visits and tourist expenditure on goods and services.
To address the question of isolation prior to EU accession, following the 1974 invasion the Republic of Cyprus provided the occupied area with free electricity, water and gas at a cost of over US $343 million from 1974-1996 indicatively. This, despite the fact that the illegal occupation, which usurped 37% of the most fertile land of the Republic, accounted for multi-billion Cyprus pound losses to the economy. The underdevelopment of the economy in the occupied part of Cyprus is actually significantly attributed to the policies of the Turkish military occupation which actively discourage trade through the Green Line whilst advocating “direct” trade in efforts to promote recognition of the illegal regime.
Most important of all however, on 27 February 2006 the Republic of Cyprus backed an EU aid program of €259 million for Turkish Cypriots, of which 99% has already been contracted with programs for integration and social and economic development. The government has also demined the buffer zone and made proposals to open eight additional crossing points.

EU aid programme for the Turkish Cypriot community promotion of youth exchanges and other PEOPLE-TO-PEOPLE CONTACTS II
The EU has awarded grants for eight projects under the scheme for the “Promotion of Youth exchanges and other People-to-People Contacts”. The main objective is to enable broad sections of the Turkish Cypriot community in a variety of fields to enter into contact and engage with their counterparts in the European Union. This grant scheme is funded from the € 259 million EU aid programme for the Turkish Cypriot community.

Eight grants have been awarded ranging from € 13,000 to €129,000 and covering up to 90% of the total costs of the projects. The activities will be implemented over a period from 3 up to 24 months. Information on the awarded grants can be found in annex to this press release.

The projects cover two main fields of people-to-people contact activities: 1) by individuals and informal groups and 2) by civil society organisations’.

Grant recipients will take part in workshops, seminars, conferences and congresses in other European Member States. They will meet with other European civil society organisations to exchange experience and approaches and improve their project management capacity while interacting together with partners in other European countries.

Ismail Cemal - “Rural youth getting skills in donkey care and handling for special interest tourism”

Grant amount 22,500 EUR.

The objective of the action is to expose Turkish Cypriot youth to European ways, values and standards related to the care and management of domesticated donkeys at work, in special interest tourism activities and in animal sanctuaries/refuges.

GROUP WE - “Women and Ceramics in northern part of Cyprus”

Grant amount: 14,319.20 EUR

The overarching goal of the project is to give the Turkish Cypriot women and artists the opportunity to experience and investigate the vision women and artists in Europe have regarding their careers and lives. The project aims to highlight the disparities between the Turkish Cypriot women and European women which will enable the Turkish Cypriot women to see the areas where they are different from their counterparts in Europe.

KAYAD Community Centre - “Leaders for Inclusive Free of bias Education in the Turkish Cypriot Community”

Grant amount: 128,605 EUR

The overall objective of the project is to encourage a better knowledge and understanding of ‘Multiculturalism’ amongst youth in Cyprus to promote the interaction and integration of all ethnic groups in a peaceful society.

Bengu Mindikoglu – “Desalination Techniques and technologies in northern part of Cyprus”

Grant amount: 16,692 EUR

Overall objective of the project is the promotion of an appropriate use of desalination techniques, desalination technologies and brine water discharge in northern part of Cyprus through development of stronger relationships with European counterparts.

Esra Can Akbil and Emre Akbil- “World Architecture Festival Entry”

Grant amount: 12,809 EUR

World Architecture Festival is a leading architectural event in Europe that is composed of several events such as an architectural competition of the highly prestigious ‘World Building of the Year’ award, exhibitions, seminars and networking. The prize winning architectural project in Nicosia is eligible for attending this festival under the Future Projects: Competition Entry Category. The calendar of this grant and the Festival allow us to apply in this proposal for the Festival in 2010.

The Management Centre of the Mediterranean – “Networking with the European Union”

Grant amount: 84,463 EUR

The overall objective of the action is to Increase networking of Turkish Cypriot Civil Society Organizations with similar organizations in the European Union that will in turn inspire innovative action in Cyprus.

Green Action Group – “Strengthening the Biodiversity and Conservation working group of the Cyprus Environmental Stakeholder Forum”

Grant amount: 42,944 EUR

The overall objective is to promote island-wide planning for nature conservation with the long-term vision to improve the conservation status of nature and biodiversity in Cyprus.

Orhun Mevlit - “Leadership Development Program for Youth Leaders/Basketball Coaches

Grant amount: 24,141 EUR

This multi-cultural leadership development program for Youth Leaders/Basketball Coaches to Northern Ireland aspires to support the personal and professional development of 7 youth leaders/coaches.

...and here's an article from the CyM of a couple of years ago about EU aid to tissy farmers.

THE EUROPEAN Commission has signed grant contracts with 26 sheep and goat farmers in the north to help them pay for dairy hygiene equipment such as milking machines and cold tanks.
The contracts range from €10,000 to €25,000 in value and they cover up to 65 per cent of the farmer’s investment. The grant scheme activities will be implemented over a period of up to 12 months and the beneficiaries will receive thorough guidance from EU-financed experts on how to proceed, starting on the day of signing the contract.
“This pilot grant scheme serves to demonstrate how investment support may be delivered under the Rural Development pillar of the EU Aid Programme for the Turkish Cypriot community,” said a statement yesterday.
It said such “cold-chain” equipment has, until now, been rarely present on sheep and goat farms in the northern part of Cyprus and as a result the quality of milk deliveries has suffered.
“We received a very enthusiastic response to this Pilot Grant Rural Development Grant Scheme,” commented Alessandra Viezzer, Co-ordinator of the Aid Programme. “Evidently, Turkish Cypriot sheep and goat farmers are keen to make the most of this excellent chance to raise the quality of their milk production to those levels required in the EU, thereby improving the quality of goods provided to the local consumer and for export.”
Further EU grant scheme opportunities for a full range of rural enterprises will be announced during the course of the next year.
