I think that possibly they can Deniz, the original idea proposed by the Westminster Council to eradicate the pigeon problem in Trafalgar Square, was to replace the statue of Lord Nelson with that of Nelson Mandela, it was agreed that, over time, the population would forget about the heroics of 'Horatio' (and his preferences) and become confused about the christian and forenames of both.
A great plan, but alas, the people of South Africa objected to their 'Ex-Terrorist' representative's effigy being placed in such a prominent position, they knew that a 'Black Snake' like him would be more likely to scare off the white folks (or at least remind them of his chequered past) and so they erected it in Parliament Square.
Actually, there does not seem to be so much of a problem with pigeons down that end of town, maybe there IS some truth in the theory after all.
