The AP was a settlement plan it was not a court or tribunal. Its purpose was to present a negotiated and compromised agreement, addressing as many legitimate interests as possible, and subject to a referendum. It never was its purpose to determine "blame" (whatever that might be).

That many people voted against it could be because (i) they didn't think that the broad plan was right, or (ii) that they didn't think particular interests had been properly represented, or that (iii) they disputed who had a "legitimate" interest, or (iv) a combination of the above. At no point did the AP claim to deal with "blame".

There are other reasons too,not least because the political leadership on the G.C. side demonised it and struck fear into people about the alleged negative consequences of it being accepted.....but also to blame were outside powers who were in a rush to see it approved before Cyprus joined the E.U. and this obviously made them suspicious of an ulterior motive,unlike the people in Northern Ireland who were allowed months of debate before their referendum.The same powers also refused pleas to guarantee its implementation and this obviously made the G'C's insecure about what they would do if Turkey found pretexts not to comply with their side of the deal.
But after six years it is all water under the bridge anyway....

I get what you say about not rushing the negotiations is useful, however without a timetable, as we have now, we are not making valid progress it appears. The tight deadline at least gave us all the first opportunity to have prepared a plan for referendum.
Set up a strict timetable with generous time for debate.
