I believe the answer is to increase the officials (referee & linesman) from 3 to 5. Have an official along the line that run from one corner flag to the next. One at each end, who not only can see from close range if the ball has crossed the goal line on the very few occasions, but on much more common incidents that take place in the penalty box area such as hand balls, tripping, pushing, diving and fouls in general that take place where the referee's view to these incidents are blocked from his angle, but are far more easier to see from an official who is right by the goal seeing everything from another angle that the referee and the linesman cannot see. Pay the cost for having extra two more referees as they do in the USA with baseball, which have 4 on regular games, and an added two more during the play off to position themselves along the midway section of the 1st and 3rd baselines, American football with 7 officials, despite having instant re-play where a play can be viewed by the official if it's challenged by the teams, and Basketball which has 3 official on a court that is much smaller than football field. I think having 3 officials to referee a football (soccer) games is not enough to see everything. They can use aging referees at the "goal line" position who can't keep up physically with the game anymore be they be the referee or the linesman. They can have the much less strenuous behind the goal positions which require very little movement.
