I didn't find it too difficult. If you plan to be employed, then you just go out and find a job and then, presumably, your employer will do most of the work. If, like me, you plan to be self employed, you first need to:
1. Register with the Social Insurance fund, get an insurance number and make your first payment, and
2. Register with the tax office and get an income tax number.
This can be done in a few days.
(There are no restrictions on entering most lines of work, but if you plan to work in a regulated profession, then you will also have to apply for the relevant licence etc. You may wish to register with the VAT office as well - the VAT threshold in Cyprus is low.)
Then, you will have to apply to the immigration department who will issue you initially with a five-year residence slip. You will probably get an appointment from them the first time you call there. Quite probably in the course of your first interview they will tell you to get some other papers. Be patient. You will get there eventually.
