The cops are not all TCs and even those that are do not necessarily speak good or even any English. Unfortunately, many TCs are now leaving school/college with little English language skills. There was a time when a GC would have to speak English to a TC, and vice-versa, in order to communicate. Sad to say that the drifting apart that has taken place since 1974 now means that even that option is going.
