The toilets were attended by a resident caretaker and obviously it was customary to offer the chap a gratuity since he (at that time) was in charge of the issue of toiletries.
Whether or not he was entitled to be there or whether he took it upon himself to create the position is a moot point, the man was worthy of congratulations for his enterprize if the latter case is true.
A couple of million was quite a respectable tip and I would imagine that it would have cost about five million for a roll (or pack) of toilet paper (not sure, perhaps someone knows better) which does seem to confirm that (minus the host at the entry) it would be cheaper to wipe up on banknotes than toilet paper. (tongue in cheek of course)
Whether or not the attendant was operating some other business in the vicinity at the same time is another moot point, he was quite a young chap and the premises WERE abuzz with politicians and their ilk AND the young chap was very fond of the aftershave AND we all know the preferences of most politicians............... I rest my case.
Bearing in mind at all times that we are dealing with a 5 star hotel in Istanbul.
