How could the GC police demand extradition from a country that doesn't exist? And I'm not sure you can "demand" extradition - surely you ask nicely?

None of the above. I am pretty sure Onoufriou realized his "new" country is hell on earth and demanded to be handed back to RoC Authorities. Even the central jailhouse in Nicosia is a better place to do time instead of some junk yard up north. A wise choice.
