Force should be used only as a last resort, regardless if we are talking about some paramilitary group or some official army. Your list could also include, for example, the British and American armies who have used force to terrorize people around the world.

Beyond that it does depend on the cause and whether you support it or not. If for example you believe that Americans invaded Iraq to bring democracy to the country and save the world from the WMD of Saddam, then you don't see them as terrorists but as heroes.

Since I support the right of Cyprus to be free from foreign Imperialists and the right of the Cypriot people to democratically decide the destiny of their own island I see the EOKA fighters as heroes, while I see the British Army fighters as terrorists who were send here to terrorize us and force us to accept their terms.

On the other hand if you support the right of Britain to maintain Cyprus as a colony against the will of the majority of Cypriots, then you see the British army fighters as heroes, and the EOKA fighters as terrorists.

It all depends on your viewpoint.
