Mechanics to be held responsible for shoddy work

AS OF today car mechanics must be licenced through a list of qualifications and checks allowing them to operate.
The scheme is being administrated by the Electro mechanical Services at the Commerce Ministry, and provides for penalties of up to one year imprisonment or fines up to €5,000 for violators.
Qualifications for mechanics have not been updated for 14 years.
Under the new system there are 12 categories under which a licence can be granted but mechanics are free to take on more than one of the listed qualifications.
These include car mechanic, motorbike mechanic, car electrician, tyre technician, paint technician and air conditioning technician among others. Some 4,000 licences have already been issued and over 1,000 garages reviewed.
“Randomly we can go to garages without warning to see if they have the certificate of the specialty they are practicing prominently displayed, and are in accordance with the legislation,” said the Director of the Electromechanical Services, Andreas Charalambous.
Mechanics are now required by law, after a service or repair, to provide a written confirmation listing the technical characteristics of the vehicle they worked on and describing in detail all the work carried out on the car.
Moreover, they are required to maintain an archive containing all the details of all the cars they have serviced or repaired, including the full details of any repairs which were carried out.
The scheme also makes the mechanics who work on vehicles personally responsible for making sure that the correct parts and accessories are used, and requires mechanics to maintain a stock of these for the models they work on, or have access to them.
“Somebody who practices the profession without appropriate certification is in a position where he is in violation of the law,” said Charalambous.
To obtain state certification mechanics have to sit a written exam, though a practical exam may also be introduced at a later date. This is in addition to possessing the formal educational qualifications to be a mechanic and having a certain number of years of experience.
The scheme also holds mechanics responsible for the road worthiness and safety of the cars they service or repair. Specifically, they have to keep up to date with technological developments in the field and ensure that the vehicles they have worked on, insofar as is possible through the application of good mechanical practice, are not dangerous to driver, passengers or other road users.
Persons who believe that mechanics may be in violation of the legal tenets of the new scheme, or have complaints against them under it, may address themselves to the Electromechanical Services either in person, via the form available on their website.
