From what I gathered the Annan Plan provided that Greek Cypriots had the burden of paying compensation to refugees and that this would be in form of long term bonds that would take many years to mature. From what I have read the IPC has actually paid refugees already in cold hard cash, not long term bonds and the CA$H comes from Ankara not from Cyprus.
I am not going to debate the adequacy of compensation or legality/treason in applying to the IPC, but to me , even this sounds like an improvement on the Annan Plan.In practical terms that is an improvement for refugees in 2 ways already. A review of settlements/judgments from the IPC has also revealed that orders of restitution in towns where refugees would not have been granted restitution in any structured or clear way.
Am I wrong in assuming that even this ECHR IPC verdict is more advantageous than the Annan Plan for Cypriot refugees?
