Has there been any real evaluation as to the net contribution both hard and soft of the presence of the bases?

I do believe the contribution of the land from at least one of the bases will considerably facilitate an easing of the property debacle on both sides of the island. Both bases would provide a complete cure, though I cannot help bu think there is some net positive contribution.
