The Annan plan was changed several times in Turkey's favour and to the detriment of the GCs, I hardly call that as showing goodwill. And, of course, we keep being told future "offers" will not be as good as AP. Turkey seems intent on punishing Greek Cypriots for what has happened in the last 50 years.
Jerry that was the agreement. If the two sides did not come to an agreement, UN would fill in the gaps. That was agreed before negotiations.
Fred, there is a clue in the title, the Annan PLAN. If both sides agreed to the plan , then by definition it would have become an agreement. As for the UN filling in the gaps, as I said previously gaps were filled at Turkey's insistence and in its favour.
Yes Jerry, but that was the agreement for the talks to begin. Otherwise the talks could last forever.
